County Sacco was registered in 1991 under the name Rukuriri Tea Growers Savings and Credit Co-operative Society Ltd. It was meant to serve tea farmers whose products were marketed by Rukuriri tea factory as well as other factories. It rebranded to County Sacco society and was licensed to undertake savings and credit facilities in 2011.
