Membership was originally drawn from Co-operative development and marketing but later, the scope was widened to include all government ministries, co-operative related organizations, and other reputable public organizations.

Shirika Sacco has a mobile banking platform where members can access their FOSA savings and other Sacco facilities from their mobile phones. To access this service, a member is required to fill an online application form available on the Sacco website. Upon registration, the member will receive a PIN via text message that he will be required to change.
